The handbook is guidelines for international students to study and live at Xidian University. All international students at Xidian University should read each regulation carefully and act in accordance with it.

Part One
Guidelines for New International Students
I. Registration
Students should register at the School of International Education at the stated time with Admission Notice, JW202 Form and original Physical Examination Record for Foreigners. Those who cannot register on time should ask for leave from the office. If they don't register within two weeks, the university will cancel their admission.
The Process of Registration:
1.
When a new student registers at the School of International Education, he/she is supposed to show Admission Notice, JW202 Form, and original Physical Examination Record for Foreigners, Passport, and hand in 6 passport-size photos and 6 photos in one-inch size.
2.
Students should fill in Xidian University Registration Form for International Students and pay their tuition, accommodation fees etc.
3.
Students should get Xidian University Handbook for International Students and school timetable, and then go through procedures concerning study.
4.
Students should fill in International Students Application for Temporary Residence and sign accommodation contracts at the School of International Education. After checking room lists, they should pay the deposit for the room.
II. Physical Examination
Students who hold X Visa or F Visa and study in China more than half a year should go to Shaanxi Entry-Exit Inspection and Quarantine Bureau to have their health checked up or their Physical examination Record for Foreigners verified with the following documents:
1. Those who have their Physical Examination Record for Foreigners verified should cover all the expenses for verification and take:
A.
Passport;
B.
Health Certificates completed in their countries, which include the original Physical Examination Record for Foreigners with the photo and the seal, and the original result of blood test and chest X-ray.
2. Those who have their health checked up should cover all the expenses for their medical check-ups and take:
A.
Passport;
B.
Two Passport-size Photos
Anyone who is unqualified for the medical check-ups according to the healthy standards for international students required by the Ministry of Education of the People's Republic of China should leave the university and China immediately. Those who suffer from diseases that can be cured in a short time with a certificate of medical unit can apply for reserving their admission. Subject to the approval of the university, they will get a reservation of admission for one year and leave China within one month.
Those who reserved their admission should make an application two months ahead of the next academic year. After the medical check-ups taken by Shaanxi Entry-Exit Inspection and Quarantine Bureau are qualified, they will go through procedures for registration. Those who are unqualified for the health check-ups or fail in registering at the stated time will be cancelled for admission.
III. Entry, Residence and Travel Formalities
1.
Students should apply for Residence Permit within 30 days after their arrival in China. Failure to do so will result in punishments in accordance with the related laws and regulations of the People's Republic of China. Application for Residence Permit needs the following documents:

2.
When students want to make a visit in the areas not open to the foreigners, they may go to the Public Security Bureau for a travel permit with approval and a certificate from the university.
3.
Students who apply for the Entrance Visas, Residence Permits and Travel Permits should pay the charge.
4.
Students who need to prolong their residence or change any item in their Residence Permits should apply for an extension or registering changes to the Public Security Bureau before one week with a certificate from the university. Otherwise, they will be punished according to the related laws and regulations of the People's Republic of China. According to the related laws and regulations, there is a 500-Yuan-fine for each day beyond the valid day of the Residence Permit.
5.
Students who want to move out of dormitories must make applications to and get permission from the university. And then they may go to the Public Security Bureau to register their address changes.
6.
Holders should not alter or damage their visas or Resident Permits. In case the Resident Permits are lost, the students must immediately report to the local police station.
7.
In case of lost or damage of Residence Permit, You need to do the following procedures to get a new one:
A.
A letter from the School of International Education to verify students
B.
Reporting to the local police station and filing a lost property notice in the local newspaper with declaration its invalidation
C.
Going to the Public Security Bureau for a new Residence Permit along with the local newspaper
IV. Fees
1.
Students should have good financial support to pay the costs during their studies at the university.
Tuition fees:
Chinese language program: RMB 12,000 Yuan/year
Bachelor degree program: RMB 17,000 Yuan/ year
Master degree program: RMB 22,000 Yuan/ year
Ph.D. degree program: RMB 33,000 Yuan/ year
Accommodations:
RMB 30 Yuan /room/day (including water, gas and electricity)
Note: If there is any change about tuition and accommodations fees, students will be informed in advance by the School of International Education.
2.
If students discontinue their schooling or are expelled from the university, their tuition fee for the term will not be refunded. If they resume their interrupted studies or register as a new student midway, they should pay full tuition fee for the term. The room fee is counted by day.
3.
Students are expected to pay their tuition and room fee for one year at one time within one month after an academic year starts. If the students cannot pay fees on time, they may request for a delay no more than two months. However, they will have to pay 5% extra for the delay.
4.
Those who do not pay their fees within one term will be expelled from the university.
V. Health Insurance
Students have to undertake health insurance and go to the School of International Education to go through the procedures for their health insurance within two weeks after an academic year starts.

Part Two
Regulations on Living Administration
Ⅰ.Regulations on Dormitory Management
1.
Students should comply with daily dormitory schedule worked out by the university.
2.
Students should live in designated rooms. Moving at will or forcible occupying other rooms is not allowed. Before moving in, students should pay the deposit, check the items in the room and sign the lodging contract.
3.
Two students are required to share one room. If there is vacancy, the student who occupies the room should share the room with another student. If he/she refuses the arrangement, he/she will be fined. Those who want single rooms should apply in a written request ahead. If there are empty rooms, they can move in after being permitted and paying the fee.
4.
Male and female students without formal marriage relation are not allowed to live together in one room.
5.
Students should not accommodate other people including those who living off the campus. If family members or relatives come to visit and want to stay here, the students should first get permission from the administrative office, pay for room and then check in. Otherwise, the residence will be regarded as illegal and the students will be punished.
6.
Students should guard against burglaries and fires. Those who go out with large articles should register at the duty office.
7.
Those who are no longer the students of the university should leave the university at the required time. Otherwise, the university will take back their rooms and deal with the articles left in the rooms.
8.
New students should live in the university dormitories for one year because they have to familiarize with the environment and local language. If applying for living off the campus, they should first get permission from the administrative office, then go to the Public Security Bureau to register change of resident address, pay up the fees, return the keys of the room, and then move out.
9.
Students should clean their rooms and keep the surroundings clean. They should not pour water and throw rubbish from windows. They should not put leftovers into basins or toilets. And they should not stack articles in corridors. Sanitary inspection will be made regularly and corrective suggestion will be given to the dormitories not up to standard. The dormitories which fail to pass the inspection twice will be given a penalty of RMB 20 Yuan for one person. The dormitories with terrible surroundings will be given a penalty of RMB 20-50 Yuan for one person. The students who refuse to improve their surroundings will be given warning.
10.
Students can change their beddings at the required time. They should not keep pets in rooms.
11.
Students should keep quiet in dormitories. They should not disturb others, for example, dance, make loud noise or play music loudly.
12.
All the facilities and items in the dormitories are for the residents' use only and should not be contaminated, damaged, dismantled, broken or removed from the dormitories; otherwise, students have to pay for them. If there is something for reparation, students should fill in the reparation form and inform the staff.
13.
Students should not conduct activities that are against the regulations of the university in the dormitories. The rooms are not allowed to sublet or transferred.
14.
Students who have bicycles should park them at designated places.
15.
Students should not scribble or put up posters on walls. Posters, publicity materials are not allowed to be distributed, posted or exhibited on campus. Movies or videos are not allowed to be played in public places without permission.
16.
Students should not ride motorbikes in the campus.
17.
Students should not change locks of the doors and duplicate keys by themselves. They should lock doors and close windows when going out. They should keep certificates, valuables carefully and save cash in banks. If burglaries occur, they should keep scenes and immediately inform the staff on duty.
18.
Students should save water and electricity. When electrical and water systems fail, they should turn off all taps and switches so as to avoid accidents.
19.
To guarantee safety, electrical heaters, stoves and cookers should not be used except at required places.
20.
All electrical appliances should be turned off when students leave the university for a long time.
21.
The gates of dormitory buildings are locked at 23:00. Students should be back before that time.
22.
Disorderly conducts in dormitory buildings, such as shouting, fighting, creating disturbance after drinking, gambling, drug taking and trafficking, and so on are strictly prohibited.
23.
Students should observe regulations on dormitory administration. The administrators and students have right to criticize and report those who break regulations. Those who refuse the administration and make trouble willfully will get punishments such as notice of criticism or warning in the light of the seriousness of their cases.
24.
If losing the keys, students should compensate according to the costs. Those who need to change locks will have to pay.
25.
Students who want to put up posters or notices should get permission from the School of International Education and put them up at designated places.
Ⅱ.Regulations on Living off the Campus
1.
Generally students should live on the campus. (The students on the new campus should not live off the campus without special reason according to the regulation of university ) Those who need to live off the campus should apply to the School of International Education.
2.
The procedure to live off the campus:
A.
Students should first submit application to the School of International Education. The application must include name, nationality, class and reasons. The applicants should provide security licenses and lease contracts and other related materials.
B.
Then students should go to the School of International Education and fill in the Registration Form of Accommodation off the Campus for the International Students of Xidian University. Fill in the form and submit to the School of International Education for signature and seal, then go to the Public Security Bureau to go through related formalities.
C.
Students bring their passports, go to the local police station and then go through the formalities for Registration Form of Temporary Residence.
D.
Students then go to the School of International Education and pay up the fees, check the items in the dormitories and return the keys.
Ⅲ.Regulations on Receiving Visitors
1.
The time for receiving visitors:（The students on the new campus please abide by the regulations of dormitory on new campus）
A.
From Monday to Friday: 16:00---22:30
B.
Saturday and Sunday: 9:00---22:30
2.
All visitors should show valid certificates. After the certificates are examined, they should register their names and put their certificates at the guard room. Before entering the student's room, the visitors should be met by the visited student at the guard room. The visitors will get back their certificates when leaving.
3.
Visitors who do not take their certificates or refuse to show the certificates will not be allowed in.
4.
Students who want to invite visitors to their rooms out of the visiting hours should apply to the School of International Education and get permission.
5.
Visitors should not stay overnight in the students' rooms. If they need to stay overnight, they should go through formalities for staying overnight. Those who stay overnight without permission will be penalized.
6.
Students should follow the timings for receiving visitors and ask their visitors to leave before 22:30.
7.
The relevant offices will punish the students who break the regulations above.
Part Three
Regulations on Teaching Administration
Ⅰ.Regulations on Administration of Student Status
Chapter One
General Principles
1.
The regulations are constituted according to related laws of the People's Republic of China, in order to promote international cooperation and exchange, to enforce the teaching administration of international students, and to improve the quality of teaching of international students.
2.
The School of International Education is the satrap department of the administration of status of all international students in the university.
Chapter Two
Result Assessment and Recordation
3.
The students who study Chinese language will be granted certificates of completion. Undergraduates and postgraduates will be granted graduation certificates and diplomas. They should finish each term's courses and pass examinations. Those who fail to pass examinations should restudy with next grade.
4.
Credit-based system is adopted by administration of student status. That is, undergraduates and postgraduates will not graduate until required credits obtained. Those who don't attend examinations, can't attend examinations or fail to pass examinations can't obtain credits, usually, study period of undergraduates is 4years and that of Master candidates and Ph.D. candidates is 3years and 4year respectively.
5.
Credits obtained by undergraduates include courses, thesis, teaching practice, etc.
6.
Students for Chinese language study will not be granted certificates of completion until pass examinations.
7.
The final result of an academic year for Chinese language course is

= (first term's result + second term's result) / 2
8.
The result of a term = homework20% + ordinary examinations 30% + final examination 50%
9.
Those who are absent from classes and the absent hours amount to 10% in a term will not be allowed to attend examinations. Students for Chinese language study will not be granted certificates of completion and be persuaded to leave the university. Undergraduates and postgraduates will suspend the schooling or restudy with next grade.
10.
Undergraduates and postgraduates should submit HSK result when registering and graduating.
Chapter Three
Attendance and Disciplines
11.
Students should be in the university before a term begins, and register in the School of International Education within the required date. Those who can't register on schedule must ask for leave; otherwise, they are regarded as playing truant. Those who fail to register two weeks after the required date without having asked for leave will be regarded as leaving the university voluntarily.
12.
Those who have to ask for leave for any reason must apply to the School of International Education in a written form. A sick leave must be attached with the certification of the university hospital or related hospitals. A private affair leave must be attached with relevant certification.
13.
When the leave expires, students should apply to the office that granted the leave, to have the leave quashed. But if when the leave expires, they cannot return to the university to resume studies, they should apply to extend the leave; otherwise they are regarded as playing truant.
14.
If the leave is longer than one third of a term, the student's schooling should be suspended by the School of International Education and the teaching administration office in accordance with the related formalities. The student should not be allowed to take part in study or in any examination that term.
15.
Those whose total accumulative leave exceeds one third of credit hours of a course should not be allowed to attend the examination of that course. And those who play truant will take disciplinary punishments according to the severity of their behavior.
16.
The School of International Education is in full charge of the attendance check of students. From the date of register, the attendance will be publicized monthly and kept in documents.
Chapter Four
Transference and Change of Major
17.
Students should finish their schooling in the school in which they are matriculated. In principle, they cannot change majors.
18.
Those whose condition accords with one of the following can be allowed to transfer or change majors:
A.
Those who indeed have some specialty, and the transference can really enable them to make full use of their specialty;
B.
Those who indeed have a certain disease or defect, which has being confirmed by the university hospital or hospital designated by the university, and are not suitable to study the original major;
C.
Those who indeed have particular difficulty, which has been validated by the university, and cannot continue study if they do not transfer or change the major.
19.
Those who intend to transfer or change majors should apply to the School of International Education by themselves. After being approved by the responsible officer in the School of International Education; checked, assessed and approved by the school and department (major) to which they intend to transfer, their application should be checked and assessed by the relevant office.
20.
Those who indeed have particular difficulty and cannot continue the study in this university can be allowed to transfer to another university.
21.
Those whose condition accords with one of the following are not allowed to transfer:
A.
Those who are freshmen and have not finished the first term;
B.
Those who have transferred to this university;
C.
Those who are senior students;
D.
Those who are treated as leaving the university;
E.
Those who have no valid reasons to justify themselves to transfer or change majors.
Chapter Five
Suspension, Stop and Resume the schooling
22.
If, because of a disease diagnosed by a hospital and further confirmed by the university hospital, students have to be quarantined, or have to suspend classes, in order to receive treatment or to recover, for over one third of credit hours of a term, their schooling have to be suspended. If, for some particular reasons, students themselves apply to, or the university considers that they should suspend schooling, they should.
23.
Those who apply for suspending schooling should first apply to the School of International Education in written form with related certification attached. After being signed by the responsible officer, the application should be reported to the relevant office. If approved, the students then can transact the required formalities.
24.
The suspension is normally not more than one year. If there are some special reasons, which are approved by the university, the suspension period can be prolonged. However, the total accumulative suspension period should not exceed two years. If the suspension period is due but the student doesn't transact the formalities to resume schooling, his/her student status will be cancelled.
25.
If for some particular reasons, a student stops schooling, while his/her condition doesn't accord with the requirements for suspending schooling, the student himself/herself can apply for retaining his/her student status. If the university approves his/her application, his/her status can be retained for one to two years. If the retaining period is due but he/she doesn't transact the formalities to resume schooling, his/her student status will be cancelled.
26.
When the suspension period is due, a student should apply to the School of International Education for resuming schooling one month before a new term begins, in written form with related certification. If he/she has suspended schooling because of a disease, he/she has to be reexamined and approved by the university hospital before he/she is able to transact the formalities for resuming schooling. In principle, those who apply for resuming schooling should attend classes with students from next grade in the same major.
Chapter Six
Repeating study and Leaving the University
27.
Those who meet one of the following conditions will fail to go up to next grade:
A.
The credits obtained in an academic year does not amount to 70% of the total credits required for the academic year;
B.
When all the teaching periods are over, students still have three or more (including three) failed courses after having restudied or attended the makeup examinations.
28.
Those who meet one of the following conditions will have to leave the university:
A.
Those whose credits of failed courses amount to more than 80% of the credits required of the academic year;
B.
Those who refuse to transact the formalities for remaining in the same grade by the end of September of an academic year;
C.
Those who have suspended schooling or have their students status retained but do not transact the formalities for resuming schooling when the period is due; or those who haven't passed the reexamination of the university hospital and have been refused to resume schooling;
D.
Those who suffer from mental diseases, epilepsy, leprosy or any other serious disease and have been confirmed by a assigned hospital;
E.
Those who cannot continue study because of accidental disability;
F.
Those who themselves apply to leave the university and cannot be persuaded;
G.
Those undergraduates whose studying period in this university exceeds the required studying period by two years for any reason;
H.
Those who cheat in examinations again, or ask others to take examinations for themselves, or take examinations for others;
I.
Those who play truant for over 60 credit hours in one term and are punished according to Regulations on International Students' Violation of Disciplines of Xidian University.
29.
A student's application to leave the university must be signed by the responsible officer of the School of International Education and the teaching administration department, checked by the relevant office, examined and approved by the responsible president of the university.
30.
Those whose status as students have been cancelled or those who have left the university cannot apply to resume schooling.
Chapter Seven
Graduation and Grant of Bachelor's Degree
31.
Those who have status as students have finished or finished in advance all the courses required in the teaching plan, and have obtained required credits, can be permitted to graduate and be granted graduation certificates. At the time when they are granted graduation certificates, they will be granted the Bachelor's Degree of Engineering according to the Regulations on Academic Degrees of the People's Republic of China.
32.
Those who meet one of the following conditions will not be granted the bachelor's degree:
A.
Those who have completed the courses but are not qualified to graduate;
B.
Those who have completed the courses and have their graduation certificates exchanged;
C.
Those who haven't obtained the corresponding certificates of the HSK (Band 3);
D.
Those who have received punishment of being under surveillance but being kept in the university or more serious punishments.
33.
Those who haven't finished required courses within the required period of time or have failed the graduation examination can apply to prolong the schooling period. The prolonged period is normally one year and cannot exceed two years.
Those who intend to have their schooling period prolonged should apply by themselves to the teaching administration department in written form and transact the related formalities after being approved by the university.
The teaching administration department is responsible for the teaching administration of those who have had their schooling period prolonged. Those students status will be administered with next grade. They should register in the School of International Education at the beginning of each term. If without asking for leave, they fail to register two weeks after the required date, they will be treated as leaving the university voluntarily. If the students pass all the restudied courses within the prolonged period, meet all the requirements for graduation, and meet the standards for granting the bachelor's degree, they will be granted the bachelor's degree.
Of those who have studied in the university for six years but still fail to pass one or more courses will be granted the certificates of completion and will go through the relevant formalities.
34.
Those who have been granted the certificates of completion can apply to the university for one makeup examination after half a year but before two years. After being approved, they can attend corresponding examinations with other undergraduates. When they have acquired required credits, they can exchange the certificates of completion with the graduation certificates. The graduation date begins from the day on which they have the certificates exchanged. Those who have not applied to attend the makeup examination or fail in the makeup examination cannot apply to attend the makeup examination again.
35.
Those who are still under the punishment of being under surveillance but being kept in the university when they graduate can not be granted the graduation certificates, and can only be treated as having completed the schooling. When the surveillance period expires, they themselves should apply to the School of International Education, which will comment on the students' performance and then report the application to the university. After the application being approved by the university, the students can be granted the graduation certificates.
36.
The grant of bachelor's degree will be supervised by the responsible officer of the teaching administration department, who will then report the name list of the students to be granted bachelor's degree to the Evaluation Committee of Academic Degrees of the university to be checked and approved.
Chapter Eight
Supplementary Articles
37.
The regulations above can only be explained by the School of International Education.
38.
The regulations come into effect from the day when they are issued and they can be applied to all international students of the university.
Ⅱ.Measures of Teaching Administration
The measures are constituted according to related laws of the People's Republic of China, to promote international cooperation and exchange, to enforce the teaching administration of international students, and to improve the quality of teaching of international students.
Chapter One
Course Administration
1.
After students have registered, they should study the courses according to the teaching plan stipulated by the university.
2.
Students should first attend the required credit hours of a course, and after passing the assessment, they can obtain the credit(s) of the course.
Chapter Two
Examination Administration
3.
At the end of each term and academic year, students should attend the examinations of the courses they have attended during the period as stipulated in the university teaching plan.
4.
Those who cannot attend examinations or makeup examinations because of a disease or other particular reasons must apply to the School of International Education for a suspended examination. After being signed by the School of International Education, the application will be reported to the teaching administration department and the relevant office to be put in records. Otherwise, the students will be regarded as absent from the examination.
5.
During examinations, students should obey the examination disciplines, and should not cheat. Those who cheat in examinations will get zero for the course and will have to restudy the course. At the same time, they will be punished concerning the severity of their wrongdoings according to the Regulations of Examination of Xidian University.
6.
Those whose credits of the failed courses in an academic year amounts to 70% or more of the required credits in the academic year will fail to go up to next grade. Those whose credits of the failed courses in an academic year amounts to 80% or more of the required credits in the academic year should leave the university.
7.
Those who intend to restudy courses or attend makeup examinations should hand in restudy fee for the courses according to related rules of the university.
Chapter Three
Practice Administration
8.
One to two practices will be organized each year, of which teaching practice is free to all students. Those who pay up tuition and no violation regulations record and excellent in study will take part in social practices with no charge. Others can apply for half financial assistance.
Chapter Four
Certificate Administration
9.
After students have finished all the courses and practice work required in the teaching plan and obtained required credits, they are granted the graduation certificates, and offered the overall results sheet. After being checked and assessed by the Evaluation Committee of Academic Degrees of the university, they can be granted the corresponding diplomas according to the Regulations on Academic Degrees of the People's Republic of China.
10.
Those who haven't obtained required credits within the stipulated period will only be granted the certificates of completion, or will be allowed another period of time (usually a year) to obtain required credits. If then they meet the requirements, they can be allowed to graduate and granted the graduation certificates.
The measures will come into effect from the day they are issued. The School of International Education is entitled to explain the items.
Part Four
Other Regulations
Ⅰ.Regulations on Disciplinary Punishment
Chapter One
General Principles
1.
These regulations are to maintain orderly teaching and living activities, and to guarantee a good environment to study and live, which are formulated according to the documents of the Ministry of Education of the People's Republic of China, the related regulations of Disciplinary Punishment Act of Students of Xidian University, as well as the actual situation of the international students at Xidian University.
2.
Students referred to in these regulations are undergraduates and postgraduates who are formally registered and have obtained student status.
Short-term students and students who study Chinese language should also be administered according to the regulations.
3.
The following principles should be followed when conducting the disciplinary punishment:
A.
Legal and rightful;
B.
Based on the facts and in accordance with the nature and severity of disciplinary behavior;
C.
Education and punishment combined together.
4.
There are five types of punishments :
A.
Warning;
B.
Serious warning;
C.
Record of demerit;
D.
Being kept in the university but placed under surveillance;
E.
Expelling from the university.

Students who break laws, decrees or regulations of the People's Republic of China will be given the following punishments according to the seriousness of their cases:
A.
Those who sentenced to public surveillance or criminal detention will be expelled from the university;
B.
For those who violate the rules of public order:
a)
Those who are detained will be given the punishment of record of demerit, being kept in the university but placed under surveillance, or compelled to leave the university according to the seriousness of their wrongdoings;
b)
Those who are warned or fined will be given the punishments of warning, serious warning or record of demerit;
c)
Those who are released after detention for interrogation will be given the punishments of being kept in the university but placed under surveillance, compelled to leave or expelled from the university.
6.
Students who disturb regular teaching or social public orders will be given the following punishments according to the seriousness of their cases:
A.
Those who put up posters, publish illegal leaflets, establish illegal organizations, or distribute publicity materials and print materials without approval, will be given warning or a more serious punishment. Those who have cause serious consequences will be given record of demerit or a more serious punishment;
B.
Those who disturb the public order and burn, throw or strike anything in the tumult will be given warning or serious warning. If the violations are serious, they will be kept in the university but placed under surveillance or be given a more serious punishment;
C.
Those who instigate and assemble to cause trouble and disturb regular teaching and life order will be given record of demerit or a more serious punishment;
D.
Those who scribble and post arbitrarily or damage the university environmental sanitation intentionally and refuse to correct will be given warning or a more serious punishment. And those who intentionally tear up important notices, announcements or documents of the university will be given serious warning or a more serious punishment;
E.
Those who refuse or impede relevant personnel to carry out their duties or violate the university gate regulations seriously will be given warning or a more serious punishment.
7.
Students who are absent from classes without asking for leave will be given the following punishments according to the seriousness of their cases:
A.
Those who are absent for 10-30 credit hours in total in a term will be given warning or serious warming; those who are absent for 31-49 credit hours will be given record of demerit and those who are absent for over 50 credit hours (including 50) will be kept in the university but placed under surveillance or be given a more serious punishment (the credit hours of one day practice is 6) ;
B.
Those who are absent for a week on end for no reason will be given record of demerit;
C.
Those who are absent for a month on end for no reason will be regarded as leaving the university voluntarily. They will be reported to the relevant department.
8.
Students who cheat in examinations, assessment or thesis-writing will be given the following punishments:
A.
Those who cheat in examinations will be kept in the university but placed under surveillance or be given a more serious punishment according to the seriousness of their cases; those who cheat in examinations twice will be expelled from the university; who ask others to attend examinations for themselves, who attend examinations for others, who organize cheating, cheat with communication tools, or conduct other serious cheating behavior will be expelled from the university;
B.
Those who plagiarize in writing and publishing their essays, course design or graduation design will be kept in the university but placed under surveillance; if the case is serious, they will be expelled from the university.
9.
Students who damage public property will be imposed on the following punishments besides compensation and fines according to the value of the damaged things according to the seriousness of their cases:
A.
Those who connect electric wires or use electric appliances such as electric stoves and heaters without permission will be given notice of criticism besides confiscation of these appliances. If their violations cause serious losses or have bad effects, they will be given warning or a more serious punishment;
B.
Those who violate the operating procedures of experiments and practices and cause serious losses or bad effects to the country, the university and individuals will be given warning or a more serious punishment;
C.
Those who intentionally damage other's property will be given warning or more serious punishment;
D.
Those who intentionally destroy the facilities of the campus, classrooms and dormitories or communication apparatus will be given serious warning or a more serious punishment.
10.
Students who violate the Internet administration regulations will be given the following punishments according to the seriousness of their cases:
A.
Serious warning will be imposed on those who disturb the normal operation of the network.
a)
Those who misappropriate IP and read other's email with illegal means;
b)
Those who attack the Internet system and hack the websites of the government, enterprises or institutions;
c)
Those who maliciously spread the knowledge of loophole in Internet system and instigate others to attack and hack websites.
B.
Those who make copy, distribute or spread harmful information through the Internet and cause serious consequences will be kept in the university but placed under surveillance or given a more serious punishment, and will be reported to judicial departments.
a)
Those who spread obscenity, pornography, gambling, violence, murder, or horror, or instigate others to commit crimes;
b)
Those who make personal attack to others, spread slanderous rumors and harm other's honor;
c)
Those who make, copy, distribute or spread illegal information against the laws of the People's Republic of China.
C.
Those who misappropriate other's name to release information on the Internet and cause serious consequences will be given record of demerit or a more serious punishment.
11.
Students who infringe upon other's right will bear all the necessary costs (including medicine, treatment, nutriments and losses) and be given the following punishments as well according to the seriousness of their cases:
A.
Those who spread rumor, slander, insult, frame, swindle and abduct others will be given serious warning or a more serious punishment. If their violations cause serious consequences, they will be kept in the university but placed under surveillance or given a more serious punishment;
B.
Those who take part in fighting will be given warning or serious warning. If causing serious consequences, they will be given record of demerit or a more serious punishment;
C.
Those who pick a quarrel or provoke fighting will be given record of demerit or a more serious punishment;
D.
Those who plot or organize fighting will be kept in the university but placed under surveillance or given a more serious punishment;
E.
Those who assemble people out of the campus into fighting and cause serious consequences will be compelled to leave the university.
F.
Those who cause situation more serious under the pretext of mediating between two quarrelling parties will be given serious warning or record of demerit;
G.
Those who know real stories but internationally refuse to report or provide false evidence will be given a serious warning or record of demerit;
H.
Those who take part in fighting twice, beat others with weapons, intentionally provide weapons for the fighters, plot or instigate others to fight, insult or attack teachers, will be given a more serious punishments.
12.
Students who violate university rules and regulations, provoke others to cause trouble and serious consequences will be given the following punishments according to the seriousness of their cases:
A.
Those who haven't taken part in fighting but cause fighting will be given warning;
B.
Those who take part in fighting but don't injure others will be given serious warning;
C.
Those who cause minor wounds will be given record of demerit or kept in the university but placed under surveillance;
D.
Those who cause serious wounds will be compelled to leave or expelled from the university;
E.
Those who assemble instigate or cause trouble will be compelled to leave and expelled from the university.
13.
Students who steal, extort, swindle, embezzle, falsely claim or take possession of public or private property will be given the following punishments according to the seriousness of their cases besides returning property or compensating for losses:
A.
Those who attempt to steal, extort, swindle, embezzle, falsely claim public or private property, but fail will be given notice of criticism or warning;
B.
If the amount of offence is less than RMB 200 Yuan, the offenders will be given serious warning;
C.
If the amount of offence is from RMB 200 Yuan to RMB 600 Yuan, the offenders will be given record of demerit or a more serious punishment;
D.
If the amount of offence is above RMB 600 Yuan, the offenders will be compelled from the university;
E.
Those who extort or swindle other's property will be kept in the university but placed under surveillance or given a more serious punishment;
F.
Those who cause serious losses or damage, or commit such crimes twice or more than twice will be given a more serious punishment;
G.
Those who know the truth but refuse to report will be given record of demerit or a more serious punishment;
H.
Those who harbor a criminal will be being kept in the university but placed under surveillance or given a more serious punishment;
I.
Those who violate the laws or regulations of the People's Republic of China will be punished according to relevant laws and regulations.
14.
Students who organize or take part in gambling or take drug will be given the following punishments according to the seriousness of their cases:
A.
Those who provide tools and place for gambling but do not take part in the gambling will be given warning or a more serious punishment;
B.
Those who take part in gambling will be given serious warning or a more serious punishment;
C.
Those who take part in gambling several times, assemble people to gamble, or collude with people outside the university to gamble will be kept in school but placed under surveillance or given a more serious punishment;
D.
Those who take drug or instigate others to take drug will be kept in school but placed under surveillance or given a more serious punishment.
15.
Students who cause serious consequences because of heavy drinking will be given the following punishments besides compensation:
A.
Those who pick a quarrel make trouble and corrupt university spirit because of heavy drinking will be given warning or serious warning.
B.
If their offences are serious, but students can realize their mistakes and try to correct the mistakes, they will be given record of demerit or be kept in the university but placed under surveillance;
C.
Those who gamble, drink, take drug or instigate others to take drug cause serious consequences or refuse to correct their mistakes will be compelled to leave or expelled from the university.
16.
Students who infringe upon the university's right will be given the following punishments according to the seriousness of their cases besides confiscation of the illegal income and compensation:
A.
Those who engage in illegal trade will be given warning or a more serious punishment;
B.
Those who employ trickery to gain scholarship from the university will be given serious warning;
C.
Those who alter marks, forge credentials or certificates, falsify other's signature or personal seal will be kept in the university but placed under surveillance or given a more serious punishment;
D.
Those who damage public property intentionally several times and cause serious consequences will be compelled to leave or expelled from the university.
17.
Students who violate fire regulations and cause fire will be given the following punishments according to the seriousness of their cases:
A.
Those who haven't caused heavy losses will be given warning or serious warning;
B.
Those who have caused heavy losses will be given record of demerit, be kept in the university but under surveillance, or compelled to leave the university;
C.
Those who have been confirmed as fire-risers and have caused heavy losses will be expelled from the university.
18.
Students who transgress morals will be subjected to the following punishments according to the seriousness of their cases:
A.
Those who transgress morals will be criticized. If offenders do not correct their mistakes after being criticized, they will be given warning;
B.
Those who ignore and violate the rules and regulations of the university will be given warning or a more serious punishment;
C.
Those who open others' mail or postage without permission, or damage others' property will be given warning or a more serious punishment;
D.
Those who, with any means, intimidate, induce, threaten, demand or force new students to do something against their wills and cause serious consequences, will be given warning or a more serious punishment;
E.
Those who force another person to date and cause serious consequences will be given serious warning;
F.
Those who tail, follow, harass or tease others and disturb others' daily life and study will be given serious warning or a more serious punishment;
G.
Those who accommodate opposite sex or stay overnight in the dormitory of the opposite sex will be kept in the university but placed under surveillance or given a more serious punishment. Male and female students who cohabit will be compelled to leave the university. Those who watch others stealthily or disturb others will be given record of demerit or a more serious punishment. Those who refuse to correct their behavior will be compelled to leave or expelled from the university;
H.
Those whose watch, store, manufacture, distribute, duplicate or sell pornographic materials and refuse to correct will be given serious warning or a more serious punishment;
I.
Those who spread obscenities or scribble obscene pictures in public places and refuse to correct will be given record of demerit or a more serious punishment;
J.
Those who humiliate women or have sex illegally will be kept in the university but place under surveillance, compelled to leave or expelled from the university.
19.
Students who violate the regulations on dormitory management will be given the following punishments according to the seriousness of their cases:
A.
Those who accommodate other people without permission will be given serious warning or a more serious punishment;
B.
Those who often come back late, do not return, disturb others' rest in the dormitory, play music loudly, dance, strike things, or make loud noise and refuse to correct will be given warning or a more serious punishment;
C.
Those who are engaged in hoodlum activity in the dormitories and endanger others, or offer place for prostitution on purpose will be kept in the university but placed under surveillance.
Chapter Three
Supplementary Articles
20.
The procedures of conducting disciplinary punishment:
A.
Punishments such as warning, serious warning, being kept in the university but placed under surveillance are decided by the School of International Education and will take effect after being signed by the responsible officer. The punishment decision (4 copies) with related materials will be submitted to the university for file;
B.
Punishments more serious than being kept in the university but placed under surveillance are proposed by the School of International Education and submitted to the school with related extraneous evidence as well as investigation report. The punishment will take effect after being checked by the leaders of the school and signed by the responsible president;
C.
The punishment of students is reported by the School of International Education to the International Department of the Ministry of Education of the People's Republic of China, the Bureau of Education of Shaanxi Province, and the Public Security Bureau. Meanwhile, the embassy and consulate concerned and the parents of the students will be informed.
21.
The following students will not be granted diplomas:
A.
Those who fail to obtain graduation qualifications;
B.
Those who get certificates of completion and then exchange them with graduation certificates;
C.
Those who have received punishments as being kept in the university but place under surveillance or a more serious punishment.
22.
Students who refuse to correct their wrongdoings or have been punished for having committed similar offence will be given serious punishments.
23.
The period of being kept in the university but placed under surveillance is one year, during which if the students make great progress, the punishment can be removed after they apply to the responsible office and approved. However, if the students refuse to correct or commit other offence, they will be expelled from the university.
24.
Those who are expelled from the university will forfeit the student status of the university and their right and responsibilities with the university are terminated. The residence permit is cancelled by the Public Security Bureau. The students should go through the procedures of leaving the university within half a month after they receive the punishment decision. Those who make trouble willfully and refuse to leave the university will be forced to leave within a stated time.
Ⅱ.University badge and student card administration
1.
Student card is to prove the holder's identity. After new students register, they will get student cards and university badges from the School of International Education.
2.
Before a new term begins, students should take their student cards to register at the School of International Education. The student cards are invalid without registration. Students should carry student cards with them to be checked when they go in and out the gates of the university, attend examinations, go through formalities, or prove their identities.
3.
Students should take good care of their student cards. In case student cards are lost, students should report to the School of International Education, write a report to explain the reason of loss, and fill in the application forms for a new one.
4.
Usually, student cards are reissued once and students should pay for the costs and the commission. The formality will be conducted in the 10th-11th week every term.
5.
Students who hold 2 student cards or alter their names and home addresses on the card or lend it to others will be criticized and punished.
6.
Students should sharpen vigilance and beware of that some people may use the student cards of our university for bad purposes. In such cases students should report to the university police office immediately. If cards have been used for bad purposes and caused serious consequences, the holders of the cards will take the responsibility.
Ⅲ.Regulations on leaving the university
1.
Students who leave the university (including graduating, transferring or withdrawing from the university) should take the Clearance Forms to the School of International Education, university library, the Financial Department to go through the procedures for leaving the university:
A.
Settling all accounts;
B.
Checking the items in the dormitory and the keys;
C.
Returning borrowed books and the library card;
D.
Returning the student card and all kinds of credentials.
2.
Students who graduate or finish their courses should leave the university within two weeks after graduation or completion. Those who fail to leave on time will not enjoy student status.
3.
Students who graduate or complete their courses should inform the administrative office of dormitory building two days before leaving and then check out.
VI.Regulations on Dormitory Safety
1.
Burning anything in the buildings and smoking in bed are forbidden. Smoking is not allowed in any public place with no smoking signs. Cigarette ends must be put out.
2.
When fire, leakage of electricity or gas happens in the dormitory or public places, students should immediately report to the duty office or teachers on duty.
3.
Fire-fighting equipment is not allowed to be moved.
4.
Any inflammable and explosive materials should not be stored in the dormitory. Fireworks or fire crackers are not allowed to be set off in the corridors or out of windows.
5.
Large amount of cash and valuables should not be kept in the dormitory. Students should lock the doors and windows when going out. If the keys are lost, report to the administrative office timely. The lock will be changed after compensation is paid.
6.
The equipment that can easily cause fire, such as electric stoves, electric cookers, electric heaters and gas stoves, are prohibited to be used in the dormitories.Students are not allowed to connect any electric wire in the dormitories or the corridors. Those who break the regulation will be punished.
7.
Students who leave for a long time for fieldwork or travel should cut off the power.
8.
Students who cause fires will compensate for all the losses and, in grave case, will be prosecuted by the juridical department.
V.Regulations on the use of public kitchens
1.
The kitchen in the international students' dormitory buildings provide convenience for daily life of students. To prevent fire and accidents, the following regulations are stipulated:

The electromagnetic stoves are public property and should not be damaged or moved from the kitchens.
3.
The electromagnetic stoves should be used properly according to the correct procedures. Be sure to turn off the power after use. Disorder should be reported to the administrative office timely.
4.
Every student should keep the kitchens clean and tidy. Leftovers should not be littered or dumped in the basin. After cooking, personal articles should be taken out. Pans, bowls or plates should not be placed in the kitchens for a long time to disturb others' use of the kitchen.Purposeful placement of personal articles will be dealt with by the staff.
